- "In recent years, assets forfeiture has become an increasingly important tool for drug enforcement agencies at all levels of government. The policy was initially seen as both a punishment and a deterrent that would work by depriving drug traffickers of the financial incentive for engaging in the manufacture and sale of illegal drugs. Over the years, many law enforcement agencies have become dependent on the lucrative revenues generated by assets forfeiture. While punishment and deterrence are still seen as the primary objectives of assets forfeiture within the upper echelons of federal, state, and local governments, there is evidence that suggests that the officer-on-the-street, who is actually implementing the policy, has a different view of the objective - securing important funding for his or her agency. This book examines assets forfeiture as a source of revenues, the public policy conflicts among legislators, law enforcement agency management, and the officer-on-the-street, and the potential for its abuse."--BOOK JACKET
